Ken Mansell It's time all Manitobans spoke out. Low rates convinced many to install electric heat, now it's payback time. Fixed incomes cannot keep pace with continual increases that exceed cost of living. Mistakes by Hydro in predicting reduced revenues from export sales and higher operation costs are evidence of mismanagement. The Public Utilities Board is directing Hydro to divert 1.5 per cent of the latest increase to an account to fund capital projects, such as Bipole III. The UNESCO bid to create a pristine boreal forest designation is on hold for the east side of Manitoba. The cheaper route, now without heritage designation, would save millions. Common sense must prevail.
