Continued from page 8 The subsequent phase will involve the detailed design of the new plant and is covered by a funding agreement with the Manitoba Water Services Board. The town's portion of this phase will be budgeted in 2011 and it will be completed early in the New Year. The committee also pondered the use of modular wastewater treatment systems in the further development of Snow Lake. They recommended that a meeting be organized with a supplier of these systems so that their application and suitability may be discussed. Utility rates Discussing the town's utility rates by-law and utility billing, the committee touched on rate increases, the addition of water meter regulations, tipping fees, and the utility allocation plan. They were informed that By-Law No. 896/10, a by-law to establish new sewer and water rates, was submitted to the province's Public Utilities Board for approval this past August. While on the topic of utility billing, the committee discussed the process of utility billings that go to tenants, and water meter reading uploads to the Town Office computer. They asked for additional information on the latter and recommended the town seek a legal or governmental opinion on the process of collecting tenant/owner utility arrears. The final item discussed was a compliance plan in relation to the water plant. The committee was informed that the town's utility maintenance worker has completed Snow Lake's section of a compliance strategy, which includes a reduction of THMs (trihalomethanes) in the drinking water. The complete water treatment plant compliance plan is currently being compiled by the CAO and will be available for review at the next Utility Committee meeting. Recreation The Recreation Committee meeting was attended by Mayor Fisher, councillors Rupert Klyne, Samborski and Aldon Kowalchuk, Recreation Maintenance Supervisor Gordon Cann and CAO Precourt. One of the first orders of business was the appointment of Coun. Kowalchuk as chairperson. From there, Cann gave an overview of the recreation facilities, parks and other areas that recreation covers, in addition to touching on the town-Frontier School Division joint-user agreement. In addition to discussing a facilities tour, budget priorities, and an upcoming conference, the committee studied a process for accepting deposit payments in advance of arena ice rentals. Currently, payments are processed by cheque, which isn't timely. The committee requested the CAO gather additional information on accepting payments by credit card or online banking.
