Jonathon Naylor Editor Ottawa is again doling out dollars through a program that had kept the now-defunct Flin Flon Community Youth Resource Centre open. The Harper government announced last week that funding will now be made available through the Cultural Connections for Aboriginal Youth (CCAY) program. However, new terms and conditions will apply, and it was not immediately clear whether the Youth Resource Centre meets the criteria. The rebirth of CCAY, whose funds had been frozen in June, resulting in the closure of the centre, was announced by John Duncan, Minister of Aboriginal Affairs and Northern Development. Through an e-mail and letter-writing campaign, dozens of residents had called on Duncan to restore CCAY funding, hopefully allowing the centre to reopen. In a news release, Duncan said the government's goal with CCAY is to equip young aboriginals 'with the skills and experiences they need to participate more fully in Canada's economy.' 'I am pleased that we now have terms and conditions that will allow us to release funds to projects that will do just that,' he said.
