New statistics show Canada's youth incarceration rate reached a seven-year low in 2001-02. Statistics Canada reports that 3,440 young people aged 12 to 17 were either in temporary detention awaiting a court date or sentencing; in secure custody; or open custody. The incarceration rate for youth in this age group was 21 out of every 10,000 in the population, a 28 per cent decline from 1994-95. - J.N.1/4/04
