They say you can't turn back the clock Ñ especially if you live in Saskatchewan. There won't be a referendum to switch the province over to Daylight Saving Time at the anticipated provincial election during the fall, Premier Lorne Calvert announced this week. "My decision is based on the fact that, in Saskatchewan, we do not need a divisive issue," he told reporters. This past spring, Calvert had mulled over the idea of having a referendum on the matter, according to reports. Saskatchewan is the only province in which time does not fall back an hour each October and spring ahead each April. Residents of Creighton and Denare Beach do not follow the rest of the province given their proximity to Manitoba. Several countries adopted Daylight Saving Time during World War I, the rationale being that an extra hour of daylight would reduce fuel consumption. American statesman and inventor Benjamin Franklin is credited with dreaming up the concept in his 1784 essay, An Economical Project. This year, clocks will be turned back one hour on Sunday, October 26.
