Speeding in construction zones will bring a slightly higher fine under proposed changes to Manitoba's Highway Traffic Act. The proposed amendments, recently introduced by Transportation Minister Ron Lemieux, would, among other changes: add $5 per kilometre to the fines for speeding in construction zones. mandate that all vehicles passing stopped emergency vehicles reduce their speed and proceed with caution or face fines and penalties. allow the government to close or restrict traffic on damaged highways for up to a year.3/24/2004
