Economic challenges lie ahead in 2004 but Premier Gary Doer has vowed to stay the course and keep the provincial budget from sinking into red ink. In a recent interview with the Winnipeg Free Press, Doer said he expects financial challenges from 2003, including forest fires and a rising Loonie, to carry over to this new year. "I have to keep discipline in our budget making," he told the newspaper. "That means if you let a bit of light in on your budget making, if you open the door even a bit to deficit, you're dead. I'm not opening the door." The premier gave several reasons to be optimistic about the economy in 2004, including a downtown construction boom in Winnipeg and expanded Hydro generation in the North.
