Beginning January 1st, 2005, tickets can be issued for a variety of offences in Saskatchewan provincial consumer protection legislation that are currently being enforced with other methods. Tickets will be issued for certain offences under The Auctioneers Act; The Cemeteries Act, 1999; The Charitable Fund-raising Businesses Act; The Collection Agents Act; The Direct Sellers Act; The Film and Video Classification Act and the regulations under that Act; The Motor Dealers Act; and The Sale of Training Courses Act. These new tickets will have fines ranging from $50 to $500 depending on the seriousness of the offence. For example, a $50 fine would be issued to an 'Adult' film retail distributor who fails to post a sign reading 'No Admittance to Persons Under Age 18' on all entrances of their business premise. A $500 fine would be issued for a person or group of people acting as a fund-raising business without holding a licence. Justice Minister Frank Quennell said that issuing tickets has its advantages, but will only be used as a last resort of enforcement. "While tickets will be available as a means of enforcing the various Acts, they will only be utilized if issues cannot be dealt with through the regular methods of education, negotiation and mediation," Quennell said. "Ticketing also provides the Consumer Protection Branch with an additional regulatory tool other than imposing conditions on, suspending or canceling a licence. The ability to make voluntary payments is also more convenient and saves on court resources," he added
