The third session of the 38th Manitoba Legislature will begin this afternoon. Prior to the opening of the house, Lt.-Gov. John Harvard will leave Government House at approximately 1 p.m. on his way to the Legislative Building. At that time, Capt. Lonnie Goodfellow will order the commencement of an artillery salute which will be executed by members of 26 Field Regiment and 116 Independent Field Battery from Brandon, Portage la Prairie and Kenora. Inside the legislature, the lieutenant governor will inspect a guard of honour at the foot of the Grand Staircase. The honour guard will be made up of members of the Second Battalion, Princess Patricia's Canadian Light Infantry from Canadian Forces Base Shilo commanded by Maj. J.C. Reiffenstein. Before the official party proceeds up the Grand Staircase to the lieutenant governor's reception room, the Winnipeg Air Command Band, directed by Capt. Ray Murray, will perform the viceregal salute. Harvard will then enter the Legislative Chamber and, at approximately 1:35 p.m., is expected to begin his first delivery of a speech from the throne, the document which outlines the government's legislative agenda.
