Finance Minister Greg Selinger has announced that Manitoba municipalities outside Winnipeg will receive $36.6 million in income tax-sharing payments from the province's Building Manitoba Fund. Payments were made July 31. "The Building Manitoba Fund is just one component of the province's overall support to municipalities," said Selinger. "This fund is part of the province's promise to provide growth revenues for roads, transit and other municipal infrastructure." The new Building Manitoba Fund will provide municipalities with a share of the province's corporate and personal income taxes, revenue equivalent to that shared under the former Provincial Municipal Tax Sharing (PMTS) arrangement. In addition, starting in 2005, previously flat transit and road grants have increased and been converted to a share of provincial fuel tax revenues Ñ two cents for gasoline and one cent for diesel. Manitoba is the only province to share a portion of its corporate and personal income taxes with municipalities. In addition to a share of income taxes and fuel taxes, municipalities will benefit from a share of VLT revenues. Through the Building Manitoba Fund and other support, municipalities will receive an eight-per-cent overall funding increase in 2005. "The Building Manitoba Fund provides municipalities with a share of corporate and income taxes and converts flat transit and road grants to new fuel tax sharing," said Selinger. "This move will further enhance Manitoba's position as the second most generous supporter of municipalities." The 2005 Building Manitoba Fund is divided into the categories of Rural Municipalities, Villages, Towns, Cities and Government Districts.
