Former broadcast journalist and Member of Parliament John Harvard has been installed as Manitoba's 23rd lieutenant governor in a ceremony at the Legislative Building on June 30. The lieutenant governor is appointed by the Governor General in council on the advice of the prime minister for a term of not less than five years. The lieutenant governor holds the highest office in Manitoba, representing the Queen as head of state and formally holding executive powers on behalf of the Crown. After an election, the lieutenant governor determines which party enjoys the confidence of the legislative assembly and appoints its leader as premier. He or she also undertakes ceremonial, official and community functions, serves as patron of various non-profit organizations and presents Lieutenant Governor's Awards including the Order of Manitoba.
