During last year's Saskatchewan election, the New Democratic Party vowed to bring the province's homeowners the lowest package of utility rates in Canada. The party was victorious and is now ready to announce how it plans to make good on that campaign promise. Premier Lorne Calvert (pictured) said the plan will be outlined sometime during the fall session of legislature, which began on Monday. "We think it's important to our future to make Saskatchewan an affordable place for families," Calvert told reporters. Saskatchewan currently has the second-lowest cost package of power, energy, phone and auto insurance rates. Manitoba is the least expensive.
