The Manitoba New Democratic Party has passed a resolution from Flin Flon supporters that calls for a deposit to be added to most beverage containers. The resolution from the Flin Flon NDP Association, aimed at encouraging recycling, passed at the party's convention over the weekend in Brandon. But Premier Gary Doer's government is not bound by the resolution or any others that carried at the convention. The resolution from Flin Flon read: "Whereas the Province of Manitoba lacks an effective recycling program for non-refillable beverage containers; and Whereas this would provide employment, economic development opportunities and environment protection. Therefore be it resolved that the Government of Manitoba establish a network of depots to provide a provincial collection system to gather most beverage containers; and Be it further resolved that a deposit for refund be added to a small non-refundable handling charge to provide incentive for return of these containers." Other resolutions carried to boost welfare rates, tie the minimum wage to the rate of inflation, ban soft drinks and junk food in public schools, and provide tax breaks to people who buy electric cars.
