Creighton town council has approved a 2016 budget that focuses on economic development, recreational spaces and investments in heavy equipment.

Council passed the budget at their regular meeting on Wednesday, April 27.

The $3.6-million document projects a revenue decline of $217,675 compared to last year, and a decrease in expenses of $739,805.

There is no increase in taxes or changes to the mill rate in 2016.

Town administrator Paula Muench said the budget reflects council’s interest in fostering economic growth in the area.

“We are looking at investing a lot more money in economic development, whether we do it through marketing ourselves or hiring an economic development officer,” she said.

The town has budgeted $50,000 in wages for an economic development officer and a further $40,000 for economic development expenses.

In 2015, there was no budget allotment for an economic development officer and just $3,000 was budgeted for economic development expenses.

Maintenance of community infrastructure is prioritized in the 2016 budget, with funds allotted for roof repairs to the Creighton Sportex, Centennial Building and Creighton Community Hall.

Muench said the storm sewer at the corner of Creighton Avenue and Main Street has become a major concern due to flooding, and repairs to this area are scheduled for the summer. Town employees will complete the work, with $25,000 allotted for wages and $20,000 for materials.

This year will also see expansion of summer recreational spaces with the development of a bike skills park in the community at an estimated cost of $70,000. Funds from a Saskatchewan Community Initiatives Fund grant will cover $25,000 of the costs.

In 2015, council recorded a $522,130 deficit on what was projected to be a $3.8-million budget. However, the previous year, 2014, saw council record a $615,000 surplus.
