Frustrated with flooded basements and soaked yards, some Phelan Ave. residents want the City to install a curb to stop rain water from gushing their way. Fifteen neighbourhood residents, including seven from adjacent Anderson Ave., have signed a petition calling on city council to build a curb in front of their homes. ". . . in the event of a heavy rain or the annual spring thaw, water flows from Milton St. into our front street and then down into our yards and basements," explained a letter accompanying the petition, "as well as across the back alley into our Anderson Ave. neighbours' yards and basements." The area in question consists of a single block of Phelan Ave. where there is a decline between the street and the homes. The author of the letter labeled the situation unfair, noting that houses on similarly situated streets "all have curbs that prevent this kind of water flow." Coun. Dave Law believes the residents have a point but said it's unlikely any action could be taken before winter. "If we did decide to go ahead, it's something that would have to be budgeted for next year," he said. Council, which reviewed the petition at their regular meeting Tuesday, referred the correspondence to its Engineering Services Committee for further discussion.
