Creighton group home project moves forward, tender out for construction

A new Creighton group home project is inching closer to being built. Pending any changes, the builders of the new facility will be decided by the middle of next month.

A tender was issued through SaskTenders to build what will become Creighton’s new group home for people with intellectual disabilities - a seven-bedroom home near Collins Street that, once tendered, will see construction start as early as this summer.

The tender closes March 22 at 2 p.m. central standard time and is for construction of the house only - the operations of the house will be conducted by Ontario-based non-profit Christian Horizons, while the design of the building has been entrusted to Saskatoon-based aodbt architecture. The planned request for proposals with aodbt runs out April 10.

“There’s a tender - as soon as that tender closes and they award it, hopefully it’s the start of construction,” said Creighton Mayor Bruce Fidler at the March 8 meeting of Creighton town council.

Building plans obtained by The Reminder show the structure’s current state will be a two-story building almost 220 square metres (more than 2,300 square feet) in size, located at 201 Collins Crescent. The building will include five bedrooms on the main floor and two on the second floor with larger suites, along with an in-built garage, entry ports and a communal kitchen, dining area and living room, among other amenities. Job postings relating to the centre have already been circulated by Christian Horizons for the new home.

According to estimates from the Saskatchewan Housing Corporation (SHC) provided to council earlier this year, a group home could begin operation in Creighton as soon as spring or summer 2024.

Such a project was first talked about by town councillors back in 2019, with small steps being taken between then and now to move the project along. Efforts to build a group home slowed down during the pandemic, but did not stop completely. The model for a group home in Creighton, as discussed by council, would be similar in scope to the model used across the provincial border by Norman Community Services in Flin Flon.

The Town of Creighton spoke in January with representatives from Christian Horizons - two representatives from the organization held a delegation with council members before their Jan. 25 meeting. Representatives from Christian Horizons have not provided formal comment about exactly what role the group will play in the project, but did confirm that they would be providing services in Creighton relating to a new group home in the community.

The organization runs several group homes, Bible camps and independent living and respite programs throughout Ontario and in several Saskatchewan communities.
