Creighton council report: Monitoring, landfill plan authorized

Further work on the Creighton landfill is scheduled to take place, thanks to a new measure approved by Creighton town council during their June 12 meeting.

On-site ground monitoring and the creation of a corrective action plan for the landfill were approved by council, which voted to authorize town chief administrative officer Paula Muench to sign a proposal from Associated Engineering for the work. In total, the project will cost the town $12,900.

“They are testing the water and all the wells. There are four sites at the landfill and they’re testing the water in all four sites. It’s something that Saskatchewan Environment has asked us to do,” said Cindy Davis, assistant administrator for the town of Creighton.

Zoning bylaw

The final draft of a new version of the town’s zoning bylaws was reviewed by councillors. A motion to approve the bylaws was not raised or passed, but discussion about the changes in the new bylaws did take place. It would be the first time since 2012 that Creighton’s zoning bylaws have seen a large-scale update.

“There was a lot of things in there that the building inspector had asked to be changed.

It had been a long time since it had been discussed or brought up, so there’s stuff that didn’t apply anymore,” said Davis.

A copy of the new draft zoning bylaws was not provided to the public, but Davis was clear that the changes are vast and involve cleaning up a number of loose ends in the current bylaws.

“It’s 126 pages,” she said. “Some of the different zoning areas, there was industrial sites zoned in residential areas. Some of that was changed. Some of the distances of how far away you have to be from lot lines for building, discretionary uses, permitted uses, different things like that.”

New North

Creighton council’s next scheduled meeting was moved one day earlier from June 26 to June 25. A double booking with New North, which is set to hold its annual general meeting June 27 in Prince Albert, caused the rescheduling.

New North is a regional association of northern Saskatchewan councils and groups, of which the town of Creighton is a member. Mayor Bruce Fidler, who serves as New North’s chair, was absent from Creighton’s latest council meeting – in person, at least. Fidler joined council via phone for the meeting.

Once the council got to new business, Fidler provided council members with a report on where he was on a tour of northern municipalities, organized by New North.

“I’ve had a really interesting tour the last few days. I’ve been to a lot of different communities and sat in on a number of different council meetings. Once I’m back, maybe at that Tuesday [June 25] meeting, I’ll give a quick report on things that I’ve seen and learned. It’s been good,” said Fidler.
