Regina - Saskatchewan's impaired driving rate is three times as high as Ontario's and ranked highest of nine provinces surveyed in a new report. Saskatchewan had 618 offences for every 100,000 people in 2002, the most recent year for which statistics are available. That's more than triple the number of offences per 100,000 people in Ontario Ð at 202 Ð or Newfoundland and Labrador, which had the lowest rate at 183. Manitoba, Nunavut and the Northwest Territories weren't included in the 57-page study by University of Ottawa law and criminology professors David Paciocco and Julian Roberts. Ottawa - Lawyers for former prime minister Jean Chrtien filed papers in Federal Court Thursday morning to have the head of the sponsorship inquiry removed over concerns he lacks objectivity. The move comes after Justice John Gomery, the head of the inquiry, rejected arguments from Chrtien's lawyers last month that he should step down voluntarily. Ottawa - Prime Minister Paul Martin will get to visit U.S. President George W. Bush at his Texas ranch this month, Martin's office announced Thursday. Martin will meet Bush and Mexican President Vicente Fox for continental trade talks at Baylor University in Waco, Texas, on March 23. Then the leaders will head to Bush's ranch in Crawford, about 40 kilometres away, for lunch.
