Regina - Saskatchewan Premier Lorne Calvert has ruled out putting the contentious issue of daylight time change on the ballot in the next provincial election. Saskatchewan is the only province in Canada that does not fall back an hour in October and spring ahead in April. There are other regions that do not switch, but Saskatchewan is by far the largest holdout. Ottawa - A merger deal with the Canadian Alliance may have been within reach, the lead negotiator for the federal Conservatives said Tuesday, but the Alliance pulled its emissaries from the table at the 11th hour. And while Don Mazankowski suggested the talks could be revived, there was a clear sense of finality to the latest unite-the-right proceedings. "We tried in a very methodical way to make progress," said Mazankowski, a former deputy prime minister. "They may have had an agenda that was perhaps more aggressive than ours." The talks, which only formally got under way on Aug. 21, began unravelling last week even as media reports suggested a deal was virtually done. Alliance Leader Stephen Harper ended the week by saying the Tories had back-tracked on an agreement-in-principle.
