Cobourg, Ont. - With the election campaign barely underway, Liberal Leader Paul Martin promised to deliver what he hopes will prove the party's show-stopper: a multibillion-dollar injection of cash for Canada's health-care system. Martin said health care "will be our number one priority as government." He said his plan would not require any tax increases or health premiums but would be funded out of projected future surpluses, he said. Martin pledged "major waiting time reductions" in cancer and heart care, diagnostic imaging, joint replacements and sight restoration. The Liberals would also create up to 1,000 new places for students in medical schools and push for faster recognition of foreign medical qualifications. Waterford, N.S. - An unemployed Cape Breton woman has won what is believed to be the biggest lottery jackpot in the island's history. Ferne Hawley, who recently lost her job at a hardware store, won $10 million on a Lotto 6-49 ticket over the weekend. Hawley and her husband, Tom Young, have five children. He had a losing ticket in the draw, but she ended up the only ticketholder in the country with six matching numbers. Vancouver - A SARS vaccine that had its roots in research done in British Columbia is being tested on humans in Beijing, say scientists in Vancouver.
