Canada has been talking with the Americans for months about the proposed missile shield and may act within days to ratchet the discussions to a new level. The initial plan is for the Americans to base a handful of missiles in Alaska and California, with sophisticated radar stations in Alaska and Greenland. The Americans say the defence shield is a modest system designed to protect against a missile fired by a rogue state such as North Korea, or one launched in error. Saskatoon - The Saskatchewan government refused Thursday to apologize to 12 people falsely accused of sadistically abusing foster children and said it will challenge the recent civil court decision that found the 12 were maliciously prosecuted. Halifax - Canada's big chill descended on the East Coast on Thursday, bringing blustery winds and icy roads that contributed to one death on a Nova Scotia highway. Low temperatures forced school officials to cancel some classes in western and southern Nova Scotia. Environment Canada issued a heavy snowfall warning for Cape Breton, saying that up to 15 centimetres was expected to fall over Thursday and Friday.
