Montreal - Police fanned out across Quebec on Wednesday, arresting 23 Hells Angels associates, including a prominent lawyer. Many of Wednesday's arrests were made in the Montreal area, while others were made in Gatineau, in western Quebec. The arrests led police to freeze $4.3 million in assets, including homes, bank accounts, luxury vehicles and Harley-Davidson motorcycles. Twelve police forces, including the RCMP, took part in Operation Hurricane. Ottawa - Canada needs to dramatically improve its ability to deal with a "rising threat" of infectious disease, says a Senate committee report released Wednesday. The Senate social affairs committee urges immediate preparation for a return of SARS this winter and for the appearance of a new disease. It calls for the creation of a national agency, operating at arm's length from Health Canada, to co-ordinate the response to public health emergencies. It also recommends a formal health-alert system which would clearly set out what actions should be taken by each level of government in response to a SARS-type emergency. Ottawa - A group of prominent Tories released an open letter Wednesday demanding that the Progressive Conservatives hold a full national convention to debate the proposed merger with the Canadian Alliance.
