Paris - Bomb experts neutralized an explosive device found half-buried under a train line east of Paris Wednesday. The bomb was found buried underneath train tracks in the village of Montieramey, on a railway line heading from Paris to Basel, Switzerland. Earlier this month, the government acknowledged that it had received written threats as far back as December to blow up train tracks. Nablus, West Bank - A Palestinian teenager wearing a bomb belt was detained in the West Bank outside Nablus Wednesday as he approached a crowded checkpoint. Brussels - The European Union fined Microsoft Corp. more than $800 million Wednesday, ruling that the company had abused its "near monopoly" on computer operating systems. It also gave the software giant 90 days to offer a new version of its Windows operating software, and 120 days to hand over some programming code to rival software manufacturers. The penalties and 497.2 million euro fine were assessed after talks between the EU and Microsoft officials broke down last week.
