Washington - The White House is investigating how it would postpone this year's election in the event of a terrorist attack, according to reports. Homeland Security Secretary Tom Ridge has asked the Justice Department to determine the legal mechanisms needed to halt the Nov. 2 election in case of an attack. DeForest Soaries, the chair of the newly created U.S. Election Assistance Commission, wrote to Ridge telling him that there was no federal authority that could stop an election if there were an attack. Ridge warned Thursday that al-Qaeda was planning a large-scale attack to disrupt the elections. Athens - A power outage hit Athens and spread throughout southern Greece as temperatures topped 40 degrees on Monday, raising new concerns about the city's readiness to host the Olympics next month. The electricity grid collapsed throughout southern Greece shortly before midday, possibly under the weight of high demands from users of air-conditioning systems. Pamplona, Spain - Eight runners were gored Monday and another six injured during the sixth day of the running of the bulls in northern Spain. Every morning during the annual eight-day San Fermin festival, a dozen fighting bulls and steers are set off down 825 metres of fenced-off streets that lead to a bull ring Since record-keeping began in 1924, 13 people have been killed at the festival. The last fatal run occurred in 1995 when an American was killed.
