Prague - Czech authorities have unveiled a plan to tighten controls on rampant prostitution by licensing the sex trade and confining it to certain areas. Prostitution in the Czech Republic is not illegal and is widespread, especially in the capital, Prague, and near the country's western borders with Germany and Austria. Estimates of the number of prostitutes range up to 25,000, and there are about 800 brothels. Virginia Beach, Va. - A jury decided Monday that John Allen Muhammad should be executed for masterminding the sniper attacks that terrorized the Washington area for three weeks last fall. Vientiane, Laos - A 12-year search for the missing brother of U.S. presidential candidate Howard Dean came close to an end Monday when Laos handed over to American authorities what are believed to be his and his Australian friend's remains. The remains of two U.S. soldiers who went missing during the Vietnam War were also returned at a ceremony at the Vientiane airport. Moscow - An early-morning fire Monday raced through a Moscow dormitory packed with students from Africa, Asia and Latin America, killing at least 32 people and injuring 139 - many of them forced to jump from the five-story building because the exits were blocked. The building, which housed 272 students, served as a quarantine facility for newly arrived foreign students.
