Pretoria - Thabo Mbeki was sworn in for his second term as the president of South Africa on Tuesday as the nation celebrated the 10th anniversary of the end to apartheid. Tens of thousands of people waved flags and cheered as Mbeki took the oath at Pretoria's Union Buildings, the country's seat of government. "Having served as the prime example of human despair, Africa is certain to emerge as a place of human hope," said Mbeki. Brussels - Moammar Gadhafi arrived in Brussels Tuesday for talks with European Union officials, his first visit to Europe since 1989. Gadhafi is looking for "full normalization" of relations with the European Union, as well as membership in the aid and trade programs the EU runs with countries in the Mediterranean region, including Israel. Relations between Gadhafi and Western leaders started to thaw following his 2003 announcement that Libya would dismantle its nuclear weapons program and reject terrorism. Seoul - Aid workers are describing what they've found in the North Korean city, Ryongchon.
