Washington - A United States politician has introduced a constitutional amendment in Congress that would allow foreign-born citizens to run for president. The proposal by Republican congressman Dana Rohrabacher of California is seen as an effort to help his friend, state governor Arnold Schwarzenegger, who was born in Austria. The amendment would allow people who have been U.S. citizens for more than 20 years to run for president. Schwarzenegger became a citizen in 1983. United Nations - The U.S. decision to go to war in Iraq without the approval of the United Nations Security Council was illegal, UN Secretary General Kofi Annan said in a BBC interview Wednesday. "From our point of view and the UN Charter point of view, it was illegal," he said. "I hope we do not see another Iraq-type operation for a long time ? without UN approval and much broader support from the international community." Military action is allowed under the UN Charter when approved by the Security Council. Seoul - North Korea has ruled out future six-nation talks on its nuclear weapons program until South Korea explains its own secret atomic experiments. South Korea recently disclosed it conducted secret experiments involving uranium and plutonium in 1982 and 2000, but claims they were not for creating weapons.
