Creighton council report: Zoning bylaws pass, public stays home

Zoning in Creighton has received an update, courtesy of a pair of bylaws given public reading during the last town council meeting.

A public meeting was held to discuss the bylaws, which were later given second and third readings following the public discussion period. Councillors and city staff said some members of the public came to the office to review the bylaw, but come meeting time, no residents came. The lack of turnout allowed the town to pass the zoning changes as they stood.

The zoning differences will come in the form of two bylaws – one, Bylaw 5-2019, lays down rules for land development and building in Creighton, while the other, Bylaw 6-2019, amends the existing Creighton community plan land use key map and changes zoning for five specific lots. The land use map had not been updated since 2011, according to a report from the council's bylaws, resolutions, policy and fiscal services committee.

Tax funding

Infrastructure investment plans (IIPs) have been submitted to the provincial government by the Town of Creighton for three projects - specifically, for last year’s municipal road paving, road paving for this year and for upgrades to the Creighton Sportex. In total, the town is seeking $585,000 in funding, most of it for this year’s paving work.

Some of the projects have already been completed – now, the town is hoping to have some of the costs reimbursed through the provincial program.

“Some of the paving projects that are going, they’re on right now. This is for that,” said Creighton Mayor Bruce Fidler.

Provincial gas tax funding in Saskatchewan is distributed to municipalities each year for infrastructure projects. Some of the projects could possibly be funded through another provincial grant program, the Northern Capital Grants Program (NCGP), but cannot be funded through both NCGP and gas tax funds.

“Because of the gas tax, you can’t receive funding from another source. Northern Capital Grants can’t be a part of that. So this year, the province announced that they doubled it and you have to have projects that are funded for the next five years in your gas tax funding,” explained Paula Muench, chief administrative officer for the Town of Creighton.

The Town will also apply to the NCGP for the purchase of a 2018 Ford F-150 to be used by town works employees.

Paving

Meanwhile, this year’s road paving projects are already underway in Creighton.

In total, the Town will pay just under $400,000 for this year’s paving work at 12 different sites. Large portions of the work will take place on Creighton Avenue, along with work on Green Street, Fourth Avenue, Elander Avenue, Nejedly Street, Broderick Avenue, Queen Street, Bereskin Avenue, Lamb Street, Blanchard Street and King Street.

Fidler said work would continue into early September, with possible delays if bad weather is reported.

“I’m sure it’s going to be going on for the next two or three weeks anyways, weather permitting,” said Fidler.

Green space

Work on the new and as-yet-unnamed green space on Creighton Avenue is entering the final stages, but the Town is in no rush to unveil the location.

The green space, created concurrently with the Town’s water and sewer replacement project last year, has seen beautification work, including landscaping and laying down gravel.

“We haven’t even talked about it yet. We have a couple of final things we want to do in there, then we’ll probably do something,” Fidler said.
